Why Do We Assume Organisations Need To See Everything?

Why Do We Assume Organisations Need To See Everything?

Posted on October 7, 2026October 1, 2026 By admin

Modern organisations are built around visibility.

  • We monitor.
  • We analyse.
  • We track.
  • We measure.

We justify these activities as necessary for security, compliance, operations and customer service.

But what if we’ve mistaken visibility for necessity?

For decades, digital systems have been designed on the assumption that providers must observe users in order to deliver services.

That assumption influences everything from data collection and analytics to risk management and customer engagement.

Yet many of the challenges organisations face today are directly linked to the information they collect, store and protect.

  • Data breaches.
  • Privacy concerns.
  • Regulatory pressure.
  • Declining public trust.

Perhaps the more interesting question is not how to manage visibility.

Perhaps it is whether so much visibility is required at all.

The fourth paper in the ICCA series, ICCA Operational Models for Blind-Provider Systems, explores what happens when services are designed to operate without requiring providers to observe identity, behaviour or activity. The result is a different way of thinking about trust, operations and digital responsibility.

The paper is published under the Creative Commons Attribution-ShareAlike 4.0 licence to encourage discussion, challenge, adaptation and further development.

Question for leaders:

How much of your organisation’s visibility is essential, and how much exists simply because technology made it possible?
